Himachal: Permanent Registration of New Vehicles at Dealer Level, Automated Driving Test Tracks to Be Set Up — Mukesh

Himachal to Digitize Transport Services Further; Dealer-Level Registration and Automated Test Tracks Planned

Shimla: Himachal Pradesh Deputy Chief Minister Mukesh Agnihotri on Wednesday outlined the Transport Department’s achievements over the past three years and shared details of upcoming reforms. He said the department has entered a new era of digital governance, with several services operating under a faceless and automated system.

From January 2023 to February 23, 2026, the department generated ₹2,744.02 crore in revenue, marking nearly a 75 percent increase compared to ₹1,564.76 crore during the previous three-year period. Additionally, ₹80.82 crore was earned through e-auction of fancy vehicle numbers.

Permanent Registration at Dealer Level

The government is considering allowing permanent registration of new vehicles directly at authorized dealer points. This will eliminate the need for vehicle owners to visit RLA/RTO offices separately. Once implemented, buyers will receive permanent registration along with vehicle delivery, phasing out temporary registration and reducing crowding at transport offices.

Automated Driving Test Tracks

The state is setting up sensor-based automated driving test tracks to ensure a transparent and standardized licensing process. Cameras and sensors will assess driving skills such as vehicle control, braking, lane discipline, reverse driving, and parking in real time. Results will be generated automatically, eliminating human intervention and bias.

The first such track is likely to become operational in Haroli within two months, with additional facilities planned in Paonta Sahib, Nalagarh, Ghumarwin, Kangra, and Hamirpur this year.

Digital Medical Certification for License Renewal

The department also plans to digitize the medical certification process for driving license renewal. Authorized doctors will directly upload medical certificates to the Sarathi portal, preventing fraudulent documentation and ensuring greater transparency and road safety.

The Deputy Chief Minister emphasized that these initiatives will streamline services, enhance transparency, and strengthen road safety across the state.
