Himachal’s New Excise Policy 2026-27: Heavy Fines for Serving Alcohol Without License, Strict Action on Retail Outlets

The Himachal Pradesh government has implemented the new excise policy for 2026-27, tightening regulations on alcohol serving and sales. Under the new rules, serving alcohol without a license will attract fines of ₹50,000 for the first offense, ₹75,000 for the second, and ₹1 lakh for the third. Repeat violations will face stricter penalties.

Authorized licensees serving alcohol illegally will face fines starting at ₹20,000, rising to ₹50,000 for the third offense, and license cancellation on the fourth offense.

Retail Outlets and Pricing Rules

Retail outlets charging above the minimum retail price or selling at lower rates will be sealed: one day for the first offense and two days for the second.

License Fees and Revenue

  • Wholesale licenses (L-1 and L-13) fees increased from ₹40 lakh to ₹50 lakh.
  • Hotel and bar license fees increased by ₹10,000–30,000 depending on category.
    The government expects these changes to curb illegal trade and boost revenue.

Personal and Social Alcohol Limits

  • Individuals can carry up to six 750ml bottles or five 1000ml bottles.
  • Beer allowance: 24 bottles (650ml) or three 5-liter cans.
  • For social events, permit holders can carry up to 72 blended spirits/desi liquor bottles and 78 beers.

Alcohol Outlets in Illegal Zones

In areas with three or more illegal liquor cases, outlets can be opened without local body permission. The Excise Commissioner has the authority to amend rules as needed to protect revenue interests.
