Himachal: Political Storm Over Vikramaditya Singh’s Remark, Former DIG Vinod Dhawan Questions IPS Association

The political controversy over Himachal Pradesh minister Vikramaditya Singh’s remarks on administrative officers continues to intensify. Former IPS officer and ex-DIG Vinod Dhawan has now entered the debate, questioning the decision of the IPS Officers’ Association through a Facebook post on Saturday.

Dhawan stated that the condemnation of a minister’s views by All India Service Associations goes against the fundamental right to freedom of speech guaranteed by the Constitution. While disagreement with a minister’s opinion is legitimate, he said the nature of the response was neither appropriate nor constitutional.

Criticism of IPS Association

The former DIG termed the IPS Association’s resolution unnecessary and unconstitutional. He argued that no service association has the authority to threaten the withdrawal of citizens’ fundamental rights, including the right to life and protection of property, which are guaranteed even to prisoners.

‘Police Officers Are Not Sacred Cows’

Dhawan remarked that police officers are not “sacred cows” placed above the Constitution. He questioned whether IPS officers exercised independent judgment before collectively reacting to a public statement by a minister.

Allegation of Violation of Fundamental Rights

He further alleged that such actions undermine the rule of law and violate guaranteed fundamental rights. According to Dhawan, the primary duty of the police is to protect citizens’ rights, not to intimidate them through collective statements.

Complaint Sent to MHA

Meanwhile, Shimla resident Captain Atul Sharma has written a complaint to the Ministry of Home Affairs (MHA), opposing the resolution passed by the IPS Officers’ Association on January 14.

CM Sukhu Advises Restraint

Reacting to the controversy, Chief Minister Sukhvinder Singh Sukhu advised Minister Vikramaditya Singh to focus on his departmental responsibilities. He stated that such remarks should be avoided and emphasized that there is no conflict between the government and the administration.

Rohit Thakur Backs Vikramaditya

Amid differing views within the ruling Congress, Education Minister Rohit Thakur has openly supported Vikramaditya Singh. He said issues raised publicly by ministers should be addressed through dialogue and warned against judging an entire cadre based on isolated statements.
