Himachal Pradesh High Court Orders Education Secretary to Appear in Contempt Petition
Shimla: The Himachal Pradesh High Court has directed Education Secretary Rakesh Kanwar to personally or virtually appear in the next hearing of a contempt petition. The petition alleges that despite court orders, the petitioners are not being regularized while junior employees are being promoted.
The next hearing is scheduled for August 25. Senior counsel informed the court that when the petitioners were appointed, there was no provision for contractual appointments in the recruitment rules. Therefore, they filed a petition seeking their contractual appointments to be declared regular.
Although the court accepted the petition, the department has not implemented the order. The petition alleges a double standard by the government in this matter. A similar case referred to a government office order dated August 18, 2025, which stated that the Himachal Pradesh Government Employee Recruitment and Service Conditions Act, 2024, does not apply to such cases. However, the same act is being cited to deny regularization in the petitioners' case.
The order was issued by the bench of Justice Ajay Mohan Goyal in the contempt petition filed by Purnima Kumari and others.
