Himachal Government Withdraws Orders Treating Absence During Transfers as Unpaid Leave

Himachal Pradesh: Transfer-Related Absence Now to Be Treated as Leave Without Pay, 2014 Orders Withdrawn

Shimla, August 27, 2025 — The Himachal Pradesh government has implemented a new policy change concerning staff working in government degree colleges, Sanskrit institutions, SCERT, and GCTE centers. As per the new notification from the Department of Higher Education, the period of absence during job transfers will now be treated as Leave Without Pay (LWP).

The government has retrospectively withdrawn the earlier instructions issued on September 25, 2014, which allowed such absence (post-transfer) to be regularized using earned leave or other sanctioned leave types.

Key Highlights of the New Policy:

  • Absence during transfer will now be considered Leave Without Pay unless another form of leave is officially sanctioned.
  • This will have no impact on the continuity of an employee's service.
  • Salary will be deducted for the transfer-gap period unless compensated by other approved leave.
  • Those who already availed benefits under the 2014 order will remain unaffected.
  • All college principals have been directed to implement this policy immediately.

This policy revision particularly impacts employees who experienced a gap between relieving from one post and joining another after June 2004 but haven't yet regularized the absence with leave.
