Irregularities in Hamirpur-Mandi Highway Widening: HP High Court Seeks Google Map; ITBP Constable's Dismissal Set Aside

A Public Interest Litigation (PIL) has been filed in the Himachal Pradesh High Court, alleging serious irregularities and damage caused during the widening of the Hamirpur-Mandi National Highway. A division bench of Chief Justice Gurmeet Singh Sandhawalia and Justice Bipin Chander Negi has directed the petitioners to submit a Google site map of the affected road and nearby areas before issuing notices to the respondents.
The petition claims that mountains are being cut at dangerous 90-degree angles, endangering nearby homes and land. Unregulated dumping of debris is causing soil erosion and landslides during rains. Construction companies allegedly failed to implement bio-engineering techniques, slope stabilization, debris management, and proper drainage systems. The court has scheduled the next hearing for October 14.
The petition names Gawar Construction Ltd, Surya Construction Company, and BRM Infra Pvt Ltd as responsible companies. It also highlights illegal dumping and the construction of an earthen dam near Gassian/Satyar Khad (Parchu Bridge). The PIL was filed by the Himachal Kisan Sabha and other concerned citizens.
HP High Court Quashes ITBP Constable’s Dismissal Order
In a separate case, the Himachal Pradesh High Court has quashed the November 7, 2016 dismissal order of an ITBP constable, declaring it illegal and arbitrary. Justice Sandeep Sharma ruled that the constable will be considered in service up to the date he qualifies for pension, though he will not receive back pay for the intervening period.
The constable had served over 18 years with an unblemished record before being dismissed. He had sustained a neuro-related injury during duty and was on medical leave, which was not extended. The court observed that ITBP failed to verify his medical condition despite being informed, and thus, the dismissal was disproportionate and unfair.
