Now CM's Approval Mandatory for Post-Promotion Appointments and Transfers in Himachal Electricity Board, Employees' Union Protests
In Himachal Pradesh, the State Electricity Board has made it mandatory to obtain prior approval from the Chief Minister for any appointment or transfer following a promotion. The board has issued strict instructions to all field officers and warned of action if the guidelines are not followed.
Citing a letter dated December 26, 2023, the board reiterated that all post-promotion transfers and appointments must follow proper protocols and receive CM’s approval. Despite this, some Departmental Promotion Committees (DPCs) had issued orders without seeking approval, prompting the board to issue a fresh directive emphasizing strict compliance and warning against any deviation.
The move has been strongly opposed by the Employees' Union. Calling the directive a violation of service rules, the union has called for a meeting on September 15 to decide the future course of action. Union State President Kameshwar Dutt Sharma stated that over 100 cadre-controlling authorities in the state have been handling promotions and postings independently. He warned that the new rules would lead to unnecessary delays in promotions and place an extra burden on the Chief Minister’s Office.
