Himachal: Education Department Denies Relief to Teachers for TGT Pay Scale and Promotion to Spokesperson Post

The Himachal Pradesh Education Department has refused to provide relief to Shastri (Sanskrit) and language (Hindi) teachers seeking TGT-equivalent pay scales and promotion to the spokesperson post. According to the department, no action will be taken on the claims of petitioners until the final decision in the pending High Court appeal (LPA 86/2024).

The order relates to petitions filed by Shastri and language teachers demanding TGT-equivalent pay and promotion to the spokesperson post. Petitioners include Samir, Harish Kumar, Mamta Devi, Ghanshyam, and Jitendra Kumar among others.

The department stated that as per the notification dated August 20, 2022, B.Ed and TET-qualified Shastri and language teachers were only redesignated as TGT (Sanskrit) and TGT (Hindi), but were not given TGT pay scales or promotion. The department clarified that a change in designation does not automatically entitle teachers to TGT-equivalent pay or promotion to the spokesperson post.

The High Court had, in the Hemraj case on September 4, 2023, ordered TGT-equivalent pay and promotion to the spokesperson post. The state government challenged this decision through LPA 86/2024, and the High Court stayed its implementation on October 17, 2025. Therefore, the current petitions cannot receive any benefits.

The department also clarified that in the Dr. Lekhram Sharma case, teachers were promoted to the spokesperson post, but they were already receiving TGT-equivalent pay, whereas the current petitioners are still on the original Shastri pay scale. All claims will be decided only after the final decision in the LPA.
